... the vigil for Democracy
What can you do with a yellow ribbon?
  You wear it on your lapel
  ... or tie it in a bow,or make streamers, or wrap it around a tree.
  You can hang it from a door, or a gate or your car, or your lapel.
  You could tie it around a map of Victoria County and send it to your M.P.P.
  You can display it to say to an autocratic government Democracy is worth fighting for

VOCO started the yellow ribbon campaign in Victoria County to protest the loss of democracy when our County and local municipal governments were erased by an appointed Commissioner with complete dictatorial authority.

    We wore our ribbons for three years, while we fought for the right to have a referendum, to allow the people to decide how we should be governed. On November 12, 2002 the Province granted us that referendum.
    On November 10, 2003, the people made their choice: "Yes!" restore the two-tier system of Victoria County and the former municipalities.

    On February 19, 2004, the Liberal government announced that it will not honour the referendum result.
Yellow ribbons will fly all across Ontario until this government recognizes the voice of the people
